The Arbat Confederation is a group of stations composing of Kievskaya, its adjoining stations, and apparently at one time, Park Pobedy. The confederation is mentioned in the novel Metro 2033, but not in the video game

Overview[]

The Arbat Confederation is a moderate capitalist autocracy, primarily governed by Immigrants from the Caucasus, non-Russian nationality traders, and their descendants. It was once a formidable, and influential, yet in the year 2033 it is only composed of three stations.

Frequent attacks from Mutants lead to stations like Park Pobedy, and those nearby to be abandoned, and sealed off with controlled tunnel collapses. This lead to a perfect opportunity for the Great Worm Cult to set up their home close by, and frequent attacks and kidnappings ensued. The secret hatch which the cultists used to get to tunnels surrounding the Confederation was eventually blocked off, but stations stayed abandoned. This is what most likely attracted a high number of Stalkers, Diggers, and Scavengers to the Confederation, and thus the Arbat Confederation has become one of the largest hotspots in the Moscow Metropolitan for those who traverse the tunnels and those who dare venture to the surface, as well as many others with shady backgrounds. The constant atmosphere of a bustling bazaar, and acceptance of those of non-Russian backgrounds, attracted a lot of people to the Confederation, and despite it now being a satellite of Hanza, and having a fraction of the military power, it remains a hotspot for dwellers of various ethnicities in the Moscow Metropolitan.

History[]

After the bombs fell, many immigrants from eastern republics of the late USSR, took cover in the Moscow Metropolitan, primarily those with a Caucasus background. (Countries like Armenia, Azerbaijan, Georgia etc.)

During the Hansa-Red Line war, it was allied with Hansa. Although they gained the station of Lenin Library (later given to Polis), their forces were severely weakened and the population decreased over the years. With the unseen threat from Park Pobedy to Kievskaya that was only disposed of in recent years, people have been fleeing the station, which led the Arbat Confederation to install a soft quarantine regime on Kievskaya-radial (the blue line). Now the Arbat Confederation is nothing more than a weak Hansa satellite, dependent on their resources and protection.
