Sams Story: To obtain this note, you must first interact with two feuding brothers. One can be found on a ship docked in front of the junkyard where you fight the Seraph, and the other in a building behind the junkyard. After you've obtained both halves of the safe code, go to their auto saloon (which is right next to the junkyard) and get the note from the safe.
